II.1.5) Short description of the contract or purchase(s)
Cleaning services. Strahclyde Partnership for Transport (SPT) wishes to
hear from suitably experienced and qualified contractors who are in a
position to undertake a contract for the various cleaning works throughout
its subway rolling stock. This will include both external and internal
cleaning of all 41 cars. Both day and night working will be required as
part of this contract. The successful tenderer will be responsible for
supply of all cleaning equipment and material associated with the cleaning
of the cars. Potential tenderers can download tender documentation from

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope
Internal cleaning of the trains will be required on both night shift and
day shift patterns.
Night shift requirements:
— The cars with white flooring need to be stripped and sealed if/when
required depending on the condition of the surface,
— Pick up litter in cars,
— Sweep and damp mop floors with specific attention being paid to white
vinyl flooring,
— Remove Graffiti from all interior parts including upholstery, windows,
floors, walls, ceilings, posters and information signs,
— Remove chewing gum from all interior parts including upholstery,
windows, floors, walls, ceilings, posters and information signs,
— Clean and polish interior windows and interior glass work,
— Clean grab rails and chrome poles,
— Clean external windows (access from platform only) and door indicators,
— Vacuum and hard brush upholstery,
— Clean walls, ceiling and coated surfaces,
— Clean side plates, footplates and steel edgings,
— Clean light diffusers.
Day shift requirements cleans to include:

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required
Will be subject to a performance bond which will be detailed in the issued
tender documentation.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them
Payment schedule will be outlined in the tender documentation or will be
agreed prior to the contract start date. Payments will be made to the
appointed contractor in pounds sterling (GBP).
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded
Joint and several liability parties seeking inclusion on the tender list
are required to indicate whether they are a company or a group of
companies. In either case the ultimate parent company should be
identified. no special legal form is required but in the event of an
associated group of companies being successful the partnership will
require each company in the group to be jointly and severally liable for
the satisfactory performance of the contract. This assurance will require
to be confirmed in writing before any contract can be awarded to such a
group. Group bidders must identify the lead contractor.
III.1.4) Other particular conditions to which the performance of the
contract is subject

1) The contract will be awarded on the most economically advantageous
tender;
2) The law of Scotland will govern any contract arising from this contract
notice;
3) All tenders must be priced in pounds sterling (GBP) and payment will be
made to the appointed contractor in GBP;
4) Tenderers should note that as a public body Strathclyde Partnership for
Transport is bound by the provisions of the Freedom of Information Act
(Scotland) 2002 all information submitted to SPT may therefore require to
be disclosed and or published by the partnership in compliance with the
act. SPT may share information contained in a tender with the office of
fair trading, any other relevant government regulators and in any public
report produced for members of SPT Partnership. Accordingly if tenderers
consider that any information contained within tender should not be
disclosed, their return should identify the information and explain why
the information should not be disclosed. The contract will be awarded on
the most economically advantageous tender with price (40 %) being the
tendered prices (rates) and quality (60 %). The qualitative elements of
the evaluations as detailed in section 1.24 of the tenderer documentation.
It is envisaged that the duration of the contract will be 3 years with an
option to extend for a further 1 year at the sole discretion of SPT.

Information and formalities necessary for evaluating if requirements are
met: (a) Is bankrupt or is being wound up, where his affairs are being
administered by the Court, where he has entered into an arrangement with
creditors, where he has suspended business activities or is in any
analogous situation arising from a similar procedure under national laws
and regulations;
(b) Is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding up or administration by the Court or of an
arrangement with creditors or of any other similar proceedings under

(c) Has been convicted by a judgement which has he force of res judicata

organisation as defined in Article 2(1) of Council Joint Action

Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council

(j) Has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial

(c) A statement of the undertaking's overall turnover and, where
appropriate, of turnover in the area covered by the contract for a maximum
of the last 3 financial years available, depending on the date on which
the undertaking was set up or the economic operator started trading, as
far as the information on these turnovers is available.
