How have you come to a dead end - is no one helping on the phone
I would imaginge that you have to apply to be on their list of approved contractors much the same as local govt.
At some point that will have to be in writing
I made a few calls and eventually got someone in charge of contract/purchasing to deal with when trying for bigger stuff like Local govt
