II.1.5) Short description of the contract or purchase(s)
Bolton Council is looking to establish a framework agreement with a number
of contractors for internal cleaning.
It will be expected that the contractor will be able to carry out all
aspects of internal cleaning. This could be both contracted day to day
office cleaning and reactive cleaning, for example, water removal other a
flood. Office cleans may also include the cleaning of IT equipment, for
example monitors, keyboards, mice and phones. The polishing of floors,
could include wooden or terrazzo type floors. Cleaning of soft furnishings
may include but not limited to carpets, upholstery, cushions, curtains and
valences. Although it would not be expected that this product stream to
include the cleaning of the external window it will be expected to include
internal window cleaning and other glass panels.

Bolton Council this framework is open to & may be used by other
association of Greater Manchester Authorities (AGMA), & Bolton partners -
this includes the following councils: Manchester, Stockport, Tameside,
Oldham, Trafford, Rochdale, Bury, Salford, Wigan, Blackburn Darwen BC,
Blackpool, Cheshire East, Warrington, Commission for the New Economy,
Greater Manchester Passenger Transport Executive (GMPTE) & Great
Manchester Transport Unit.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals
Precise information on deadline(s) for lodging appeals: Bolton MBC will
incorporate a minimum 10 calendar day standstill period at the point
information on the award is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the Contracting
Authority before the contract is entered into. Applicants have 2 working
days from the notification of the award decision to request additional
debriefing & that information has to be provided a minimum of 3 working
days before the expiry of the standstill period. Such additional
information is available as dictated in I.1.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI 2006 No. 5) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court. Any such action must be
brought promptly (generally within 3 months).
