Cobalt Housing Limited ("Cobalt") and Liverpool Housing Trust Limited
("LHT") are providers of low-cost housing in Merseyside and the
surrounding areas. Cobalt is acting as the lead Contracting Authority for
the purposes of this procurement, although the lots advertised here will
be entered into with either Cobalt or LHT.
Cobalt and LHT are seeking expressions of interest from qualified and
experienced providers who can provide high quality cleaning and caretaking
services for their office buildings at 199 Lower Lane, Norris Green,
Liverpool and Vicinity House, Hanover Street, Liverpool respectively.
The services to be provided are divided into 2 lots, one for Cobalt and
one for LHT, which are explained in more detail in Annex B.
Service providers are invited to bid for 1 or both of the lots, which will
include general routine cleaning and caretaking including but not limited
to: vacuuming, floor polishing/buffing, cleaning of canteen/kitchen areas,
cleaning of WC’s, wash basins and toilet areas, cleaning of lifts and
stairwells, polishing/dusting of fittings, emptying of refuse bins,
cleaning vision glass panels on doors, security, some health and safety
duties, general building duties and low level maintenance. Contractors are
to bear in mind the requirements of all these services when tendering for
this opportunity.
Each lot will run for 4 years.

The Contracting Authority for lot 1 will be Cobalt.
One contractor is to be appointed for all cleaning and caretaking services
(both inside the building and to surrounding grounds) at Cobalt’s head
office at 199 Lower Lane, Norris Green, Liverpool, L11 2SF, UNITED
KINGDOM. Work may include but will not be limited to vacuuming, cleaning
office furniture, cleaning of canteen/kitchen areas, floor
polishing/buffing, cleaning of WC’s, wash basins and toilet areas,
cleaning of lifts and stairwells, polishing/ dusting of fittings, security
(including occasional out of hours opening), general building duties
including turning on and off lights and electrical equipment, taking
delivery of mail, delivery handling, low level maintenance, 24 hour
emergency call outs, office opening, office closing, general office
security and office health and safety.

The Contracting Authority for lot 2 will be LHT.
One contractor is to be appointed for all cleaning and caretaking services
to LHT’s head office at 12 Hanover Street, Liverpool, L1 4AA, UNITED
KINGDOM. Work may include but will not be limited to vacuuming, cleaning
office furniture, cleaning of canteen/kitchen areas, floor
polishing/buffing, cleaning of WC’s, wash basins and toilet areas,
cleaning of lifts and stairwells, polishing/dusting of fittings, security
(including occasional out of hours opening), general building duties
including turning on and off lights and electrical equipment, taking
delivery of mail, delivery handling, low level maintenance, 24 hour
emergency call outs, office opening, office closing, general office
security and office health and safety.
