Doing some builders cleans, I had the same problem. That is if I understand correctly what you are asking. The problem is when you wet wipe the dust mixes with the water and when left to dry the water evaporates and the dust that was in the water is back on the counter tops, sometimes looking worse than when you started.
Always start at the top of all your cleaning and work you way down to ensure that you are not knocking dust onto surfaces that you have already cleaned (you are probably doing this but wanted to give it a mention). With the counter tops, dust them first to get the big stuff off. Then wet wipe them with your product. The next part takes a lot of rags but always worked for me, take a dry rag and wipe the counter top dry, soaking up all the product and water into the dry rag, almost as if you were trying to polish the counter. It worked on the sinks and taps as well.
