Buffered

I read about certain chemicals being " buffered ".
Can someone please tell me what this means and whether it is a good thing.

a buffered chemical holds its Ph level at different dilution rates.

so formula 90 powder  is ph10 at 300-1 or 450-1

formulla 90 liquid is not buffered so at 300-1 it is ph 10 but at 600-1 it drops to Ph 8.5
