Foot traffic like you say will be the bigest problem. Most people wont wait either. Imagine if someone told you you couldnt get into your house. We use Chemspec Tight Shine in these instances as it dries in under 10 minutes and covers well with very thin coats giving good protection as its urethane fortified. Great for stairs since getting an air mover on them is a problem. On landings it will dry quickly if you can get a blower on there.
Best bet when applying to stairs is to do every other step then alternate.
That way when someone wants up or down the can step on the dry ones.
Check surrounding areas for paintwork that may need touch up when stripping. Run off can be a problem on stairs meaning they need to decorate afterwards.
Heating, water and power are all things to establish before starting as they will have an obvious impact.
What type of flooring is it?

You dont have any worries with type of stripper then.
I would use something fairly powerful. Chemspec High Power Stripper.
Use a fairly strong dilution. (1:1 even - test first just to ensure no adverse effects) but sprayed on to steps limit run off. Then scrub by hand and give a good rinsing once you vac up the slurry.
Material cost on a job like that is going to be around £75-£100 for stripper, neutraliser, floor finish and pads. The rest is all elbow grease.
